I have an iPad mini that is going to fail soon because it's used for many years. I don't want to use an iPad anymore but I want to buy an iPhone. Can the backup created for iPad be transferred to iPhone? By the way, my iPad is still on iOS 7.03, never updated. Will there be problem or any loss of data if restoring the backup to the newest recent iOS ?

Yes providing there on the same os revision but iPad specific apps will not restore.
you sure that backup created for iPad can be restored to iPhone?? Now I don't have an iPhone to test it out?
