I was with Rogers but now I'm with Fido, so I can't go through the traditional way of paying $50 to unlock it.

The phone is currently locked to Rogers.

The phone has been wiped clean and reset, so It'll be on the newest firmware 7.x(?). Is there a way I can unlock it myself through the new jailbreak or is there no way to unlock it?

Will this work for CDMA Sprint iPhone 4S? If yes, what carrier is recommended for domestic use due to it's CDMA capabilities.

I have yet to see a documented instance of a Sprint iPhone being unlocked or working on any other US carrier. Verizon phones are substantially easier to unlock.

No.
All Sprint iphones are locked and will not work with any domestic USA carrier.
They can be unlocked for GSM use outside the US only.

Verizon iphone 5, 5S and 5C come unlocked.
They're not easier, they are sold fully unlocked even when subsidized unlike Sprint that is the only US carrier that will not unlock their iphones for US domestic use.
