Ok so I hate all the screenshots of iOS 7 and would NOT want to use it. Now when the iPhone 5S comes out, its safe to assume that it will be pre-loaded with iOS 7. The question is will one be able to down-grade to iOS 6 (maybe not with its rumoured fingerprint scan ?). If this is so, would you recommend getting the iPhone 5 now or wait a little more till the price drop a little (after 5S comes) and still get the 5 if one positively have to run iOS 6 ?

If it's released after iOS 7 has been released it'll never be able to run anything but 7 or higher.
It will most likely come with iOS 7 preinstalled. I'd say just get an iPhone 5 if you want iOS 6.
If you wait until after the 5S to buy a 5, it will be extremely hard to find someone that hasn't updated it to iOS 7. I would buy it now. They go for ~$400 where I'm at.
I'd wait to use iOS 7 before passing judgement because it's a lot better once you actually use it. Don't judge a book by its cover.
Are you just unhappy with the overall look of iOS 7? Because, frankly, that's kind of a dumb reason to be upset. I've been using the iOS 7 beta for a month or two now, and aside from some bugs (obviously), I really like the functional improvements Apple has made. Control centre and the new multi-tasking/app quit process are the highlights I think.

I don't like iOS 7 either and i have used it and really didn't like it or the look of it. My iPhone 5 is staying on iOS 6 and i'll sell it on that way.
Maybe wait until a Jailbreak is available for iOS 7 and use an iOS 6 theme as i'm sure they'll be one available.
You can't love or like iOS 6 and then say iOS 7 is BAD. Everyone is entitled to their opinion, but c'mon. The way it functions isn't much different.
5S will be preloded with iOS7 and cannot be downgraded to iOS6.
I would wait until at least the release of the 5S, with you can either get the 5 cheaper, or get the 5S in hopes that a jailbreak could be released and load up an iOS6-like theme.
If you go for the 5 after the release of the 5S, make sure you ask what version of iOS it's running. Usually they dont preload the new OS on phones already in stock, but iPhone 5's being produced after the release of iOS7 "may" possibly get loaded with iOS7.

I couldn't care less over all. It's not like iOS isn't going to allow me to txt, make phone calls, run apps or post on forums.

To some people personal preference about appearance does affect the decision over function. Would a room painted a crap-brown color function as a room? yes; will the resident be happy with the room? depends, some people like brown, or just dont care for the color. Other people may not all be happy living in a room with dark colors. Its all preference.
I personally dont like the look of iOS7, its just not my style, I prefer the gloss, embossment, and contrast. Thats just me. I think it is wrong for people to call iOS7 bad because the look isnt their style; but in the same light, I dont think its right to dismiss someone's style or preference because it functions the same as another iOS version.
a) iOS 7 changes a lot in each beta, and Apple may even update a lot of the app icons in the GM (if that's what you don't like) since the reaction to them wasn't great.
b) Switching to Android wouldn't exactly fix your problem, as far as I'm aware iOS 7 doesn't look that different to Android - Android is just darker.
c) If you really never want to use iOS 7 but want to stick with Apple, get your iPhone before iOS 7 is released, because as soon as it's hit GM it will come pre-installed on every iPhone shipped by Apple (though you should be able to downgrade an iPhone 5 or below after its release if you can find the latest iOS 6 .ipsw online).
Another plan would be to buy the 5s and then i will trade you my 5 that is JB on 6.1.2
I think after you get used to it you'd probably prefer iOS7, looking past the UI redesign there's a lot of great new features in it too
