If I buy a MacBook and say I am working in a different country, can I use the Genius Bar at an apple store in that country or only from whichever country I originally purchased from?

Also, if I sell the MacBook down the road, am I able to transfer ownership to someone from a different country or same country only?

I'm not sure what you mean by this. There is nothing restricting you to transfer the ownership. If you mean whether the warranty is somehow restricted: both the original one year warranty and AppleCare are tied to the computer, not the user, so they will be transferred with the computer if you sell it.
