Ideally, I would like to set all of our mobile devices to store photos in the iCloud Photo Library, but I don't want the Photos app on my iMac to store photos there; instead, I would just like to reference it so that I can download the mobile device photos into a local library on the iMac.

Is this possible?

Just use the Photo Stream feature instead of iCloud Photo Library.
This way your Photos will be backed up to your Mac and still be on the Mac when you delete them on your iOS devices.

At least that's how I understood your question.
