So I bought a MacBook Air 2017 for my daughter from a woman on Facebook marketplace that had some power issues but we got it repaired and it’s working now. She had said that it had been wiped clean but when it starts up it has her name and ask for password. Is there any way that she can delete her stuff remotely and remove the password such as from her Apple account so I don’t have to mail it back to her? Thanks in advance

No way for her to do it, but you can just wipe the whole computer and start over. command-option-r (all three keys at once) boot to Internet recovery then use Disk Utility to erase Macintosh HD. Then quit Disk Util and reinstall the OS. That will start you fresh like a new Mac out of the box.

Couldn't it still be iCloud locked or something similar? IE. still tied to her Apple ID?

Nah... if it was iCloud locked at start all you would see is a box asking for an unlock code. This sounds like they just left their old account on there.
