Can someone help me with a theme problem?

Hi, i dont know if anyone can help me but i am interested in making a custom theme for myself, and was wondering if anyone knew how to make just the square of icons?(as shown in the example picture) i dont care or want the other stuff as the example in the picture just the square arrangement, i cant for the life of me figure this out..
any help? any ideas?

not quite sure.
there is a tweak called 'gridlock' which lets you drag and place icons where ever you want, without them springing to their default position, that might work.
