can someone help with email pdf issue

I did some research but I cant get a straight answer, some of my emails with pdf attachments will not open, I see the paper clip so I know the file is there. I understand it is something to do with html or how the pdf is attached? When I get a pdf i like to save it then attach it to a fresh email rather than forward emails.

Is there an app i can buy that will fix this? if I log in thru gmail will I be able to save the pdf's? Right now I have been saving pdf files in ibook and so far so good, except for the ones I cant open and save.
