maybe im a duma.ss, but i srsly tried everything (google, + all MR threads in this subforum).

I have:
legit win7 iso
4gb usb key (blank)
external HD (osx partitioned)
access to windows machine
MBair

Don't have:
no external CD drive (and I'm not getting one)

i swear I've tried everything. Got reffit installed and all, but it just refuses to recognize my usb as a boot drive.

Read this thread: https://forums.macrumors.com/threads/601414/. Two basic methods for installing on most Macs without an optical drive. Either use VM software to get the W7 files on your partition before the first reboot or use a throwaway partition on the internal to host your install files.

On the 2010 MBAs some have also reported success in using rEFIt to boot from a properly formatted USB key. This doesn't generally work on all Macs, but may in your case.
