As in, if someone is running iOS5 beta, and is not actually a dev, would they be able to inform Apple of glitches, or ideas to add before the final release without Apple suspecting any fowl play?

I wouldn't worry about it. Devs can register for beta testers (test the apps that they write) too, so you don't need to be a dev.
