The reason I am asking is that I will be getting an Ipod Touch 4G and will convert files to the native res (960 x 640) or 720p and want to be able to use the same files on an older iPhone 3G (my sister has this phone and I would prefer not to have to convert the same file twice).

Was not sure if the new OS added this.

The 3G doesn't have enough power to play back HD content. It's CPU just can't do it. If it does play back it's choppy and hard to watch.

Thanks. Could it play back h.264, 960 x 640, 1.5 mpbs?
