Even the regular iPhone 7 can do that already. Not only that, but older iPhones like the 6s and 6 (and even earlier, I believe) can as well.

No it doesn't do that. Not at the moment, at least.

You can capture 8MP stills if you're recording in 4K though.

I don't believe so. Being one primarily serves as the 10x optical zoom.
