I want to cut a photo to set it as my profile picture. The photo is in my iPhoto, Can I use iPhoto to cut and keep it original quality?

Yes you can do it. If you switch to 'editing mode' in iPhoto, there is a command called "crop". Just make a copy of the photo and crop the copy.
