Is it possible to copy files/pictures to let's say an external HD en have a second backup on another drive whiteout using time machine?

Absolutely. Plug in external hard drive. (If/when it asks if you want to use it for Time Machine, just say "no".) Navigate to the drive using Finder (your desktop") and drag and drop files from your internal hard drive.

I know i can do this like that but i'm looking for a way to get this done automatically. So if I drop a file on drive X,Folder 1 I also want it to copy it automatically to drive Y, Filder1b.

You can use Carbon Copy Cloner or ChronoSync or Dropbox or several other tools for this.
