My wife and I are both running a 2011 iMac running OS 10.13.6. My wife and I both have Apple ID's that are different. We share Contacts, Calendar, and Notes and she needs to share my Photos App. I pay for extra storage on my iCloud account. Our iPhones share my Apple ID and I thought we were also sharing the Photos App on her iMac until recently. I see two ways to share the photos on all devices. My wife continues to upload her iPhone photos to my Apple ID with the Photos App and then view all photos on her iPhone but not her iMac. Or...maybe I could have her switch her Apple ID to my Apple ID on her iMac. If she does the later does she just change her iCloud Acct to mine? Will she need to sign in using my user name?

Her last photos on her iMac are dated 12/2018, and since then all of her photos are on my PHOTOS App on my Apple ID. I moved all of her pre 2019 photos to my PHOTOS Acct recently.

This is my question.

You might check to see if Family sharing is available in High Sierra should be in System Prefences
 
I would never ever share Apple ID with another person. It's nothing to do with privacy but everything to do with avoiding problems as you have described.

Enable Family Sharing to share iCloud space allocation. Your iClouds will still be private, but not saves money.
Create a Shared Stream for photos & add photos you want to share.
