While they could implement it, at this stage in the game, its a losing proposition.
Why waste money and resources on the technology you're about to abandon anyway. They're not building out any more CDMA to focus on LTE...seems this would fall in the same category

They can't just impliment it. SVDO requires 2 seperate chipsets which means a complete phone redesign, and on top of that it's not supported by the CDMA/GSM dual chipset so that's pretty much a no go as it would again seperate the hardware being used in the GSM and CDMA iPhones. By using the dual chipset like the Verizon iPhone has now they will have a unified iPhone again starting in the summer.

It requires LTE or SVDO chipsets. When the LTE iPhone comes out you'll see it, but not until then.
 
From my understanding Verizon customers thought thus was a useless feature and openly ridiculed any AT&T customer who used it. Guess times have changed.
