I have short 7 minute video clip and 82.5 MB in size. It not HD video so I know there is no way to make video look HD no matter what you do.

But I would like to use some good video editing software to clean it up to make less pixelated, easier to see and make out, clean up the lighting, add lighting to see better in dark and make it look sharper.

In the properties it saying 1553 kbps data rate and 1679 kbps total bitrate what ever that means.

This is short 7 minute video clip and 82.5 MB in size.

Also what does this mean in properties? Frame with 1280 and frame height 720?

1280x720 is the resolution.

Less pixelated? Well sorry, that is not possible, pixels are the building blocks of video, and if you shoot in a format such as Standard Definition and replay that back on a device not suited for SD, then you will get pixilation, If you have shot in low light, not much you can do to improve it, the color information is simply not there, you see the color space you have shot in is probably less than 4:1:1, google it.. without a frame grab hard to diagnose...
