I downloaded the 1.0.2 firmware a few days ago in case they updated the firmware to the point where it could no longer work unlocked (apparently that day is now). I have not bought an iPhone yet, but if I did buy one and it had firmware 1.1.1 preinstalled, is there a way I could downgrade the firmware and THEN unlock it?

You cannot.
Multiple reports have confirmed that 1.1.1 cannot be un-installed and downgraded, even with the tricks that let you choose the firmware image to upload.
