Currently, a universal app means that it is for iPhone, iPad and iPod touch, but will that include the Mac app store as well with Mountain Lion?

Really, how would anybody outside of Apple software development know...and they ain't tellin'. :rolleyes:

Have you seen any reports, or even rumors, anywhere, that such a development is in process for Mountain Lion?
 
No. iOS apps are different in form and function from Mac Apps, due to significant differences in the types of devices they operate on (primarily the fact that iOS devices are touchscreen and essentially single-function, even though they have some limited multitasking). That changes the whole philosophy of how an app works.

No I meant buying, say, real racing 2 will make it available on all of the platforms.
