Can we make a Mac to change to different backgrounds during login?

there is always a way, but nothing native (maybe third-party?). The login screen is stored in a special location, so you can replace that file with something else (using the same name) and that will be displayed instead. You may be able to hack together a script to rotate the image or choose randomly from a folder for example.
