Can web apps access the iPhone's clock?

I have not coded for the iPhone before, but have heard one needs to build native apps in Xcode (with the SDK) in order to access the iPhone's hardware. If building a web-based (HTML and javascript) application, what information can be collected by the website from the phone accessing it? Specifically, would it be possible to access the clock on the iPhone itself, with a view to capturing the time?
