Ok say your in a car with no Wifi and you have an iPhone with LTE and your watching a YouTube Video via LTE, can you stream that to an iPad over AirPlay normally?
I know there are apps that can probably do this but they only limit you to your native Music and Video app but I'm looking for like YouTube Streaming, so is there like a Cydia Tweak that can enable this or can it already be done of is that just currently impossible? Thanks
 
With your situation, I would just recommend you tether your iphone LTE connection to your ipad and watch youtube like that.

There are apps that let you tether, such as MyWi and PDAnet, look on this forum for some reviews on these programs.
 
If you install xbmc on the iPad, you can airplay to it, but the ipad would had to be tethered to the iPhone anyway (because you won't have a router in your car) so its it doesn't make sense to do it that way.
