I mean can you buy and log into them using your own account or it has to be the original owner's account? i heard that ios 7 wouldn't let u log into it or some security purposes. Can you log in to it using your account instead of the sellers?

You should have no problems as long as "Find my iPhone" is turned OFF.
 
If it has an activation lock with icloud then the phone is useless and you wont be able to log in and get into the homescreen.
If someone sells it and removes the find my iphone feature and the activation lock then you will be fine.
But don't buy an iphone with an activation lock thinking you will bypass it. There's a reason why they are so cheap;)
 
is it as simple as the Hello screen when they reimage the phone? so how can i tell if it was activation locked or removed the find my iphone feature if it was a fresh image?

You gotta read the ad and ask the seller.
You cant reimage or restore the phone in order to remove that.
It cannot be bypassed with dfu restore or any other way.
You can tell by looking at it and if its asking for someones apple ID and password then walk away.
 
so Juiced, what screen am i supposed to look at if its a legit 7.0.3 factory restore? if its factory restore and everything is good, clean esn etc, then i should just be able to use my credentials to login right? it doesn't have to be the original user correct?
 
Yes, you should be able to go on with the activation screen or to get into the homescreen by using your sim.
If you see something like this below then stay away.
