The last time I bought an iPhone 6s it was subsidized. If I want to buy one via Apple or att when pre-orders open, will they let you pay the full price of the phone or do you need to buy a Next plan? The phone can be locked to att but I want to pay the full price.

Carriers should allow for full retail, but there might be some restrictions or it's variable. But Apple will allow you to buy an iPhone at full retail price.
 
What if I don't own the phone line? My employer pays for service, but I own the device. Can I buy an AT&T phone from anywhere at full price and "activate" it on my own?
 
Unlikely that you can buy the phone outright. At least right away. You probably have to upgrade a line.
