I have a customer who uses Macs in their business. They had a user leave and and a new user on the computer. The problem I'm having is that when the new user tries to update, the Apple store is asking for the old user's Apple ID password. We don't have that. Is there a way to transfer ownership of the apps or some other process so that the new user can update their apps?

Presuming the owner of business is registered owner of the machine then calling Apple and getting them to reset the Apple ID password would work. While they are at it get them to make list of every machine in the place and tell Apple you want common Apple ID for every one of them with same password saving the hassle in future.
