Can I plug in a USB-C to it with the additional ports and will iPad show up on the screen while the Mac is still plugged in and inactive?

So no, not without a switch, which is not officially supported. You could mirror / screen-share your iPad to the Mac Studio. edit: Two computers and one Studio Display?
