I know that’s probably a dumb question but wasn’t sure if could change the iCloud.com to something of your choosing. I assume you can only change the part before the “@“. Is that correct?

I’m confused to what your asking… you can create an iCloud based on your own email like if you used a @gmail or something etc

But if you want @yournanewhateveryouwant you’d need to buy your own domain name and email hosting completely separate if iCloud first.

If perhaps, you mean, can you use a different email address that is not .icloud for your Apple ID, then yes you can. You simply add the email to your Apple ID account.

Login here: https://appleid.apple.com and add the email address you want to use. You can't delete the .icloud or .me addresses but by telling the system that you are reachable at (the address you add) those become aliases of your newly entered email address.

You can then use that new email address for your Apple ID.
