You can do it both ways. The only limit is that the backup can only be restored to a device that is running either the same or newer version of iOS than the one the device was running when the backup was taken. So if you backup iOS 11 device, you can restore that backup to other iOS 11 (and eventually 12, 13...) device.

Wow I didn't know this was possible. I can think of another limitation. Let's say you have an Apple Watch. It is configured on your phone with the watch app. The app is not on your iPad. So if you restore your phone with an iPad backup you will loose your watch configuration. You will have to pair your watch again and re-configure.

Personally I’ve never done it but I’d assume the backup is tied up with specific device types. This is something I’m really interested in.
