can you duplicate/transfer accounts ?

well like lets say i want all my prefs and such from my powermac onto my new powerbook > any "easy" way to do that ?
i wish you could just drag over or duplicate your account

or lets say i want to keep all my prefs and keychains ect - but i want another account to modify and take some stuff off for more of a workplace environment

is there any way to do something like this ?

Not quite sure what the hell you mean for "modification type reasons"??? Adding another user with admin rights isn't an option?
