Can you get WatchOS9 without iOS16?

No, new watchOS has always required new ios

I tried to do it, even tried a Watch reset and clean install using IOS 15.x. Failed. Gotta have IOS 16. I’m waiting for 16.2 to drop before I do a clean install on an iPhone mini.

That was my first post about Watch OS9 and iOS 16. Was a bit scared to upgrade my 11 but since I received my SE2, I did upgrade. The process was flawless on the 11 and iOS16 is as smooth as iOS 15. Battery life? For now, I can't affirm this is worst that 15. But 16 is (to me and my 11 though) bug free and fast. See later. My main concern now is to deal with the S2. My very first smart watch and I'm a bit lost but very excited also.
