I have been trying to get specific info on if I can hook my 600mhz iBook G3 to an external LCD monitor.

I know the iBook has a vga port, but will that work with an LCD monitor?
Is there a such thing as an vga adapter that goes to dvi?

VGA is VGA. It should work, but will only show you what is on the internal screen, unless you apply a hack. Here's a previous thread on this topic.

No VGA -> DVI adapters that I am aware of that would be less expensive than a new monitor.

The majority of LCD monitors sold today that have DVI ports also have VGA ports, so you should be fine anyway.
