Can you install app's on an external hard drive?

If you want to use it to save room on your computer, yes it should work.
If you are trying to use the apps on different computers,
Most drag and drop from installer image apps will work fine
Some apps might install some files (say library, preference, etc) to place other than your app folder. In that case probably won't work.
If you want to use your user folder and your apps, you can install the os and app on an external drive and boot from it on a different computer.
