Can you just do a update when installing 7.1 beta 2?

I just updated my iPad with a shift update to 7.1 beta 2 and it seems fine. Is there any need to do a full restore like the instructions say? I hate waiting for the backup and 64 gigs of apps etc to restore.

No not really. If its working ok then leave well enough alone and enjoy it.
