Can you lock out a phone number?

I'm on the no call list, I still receive solicitations. Can you lock-out these numbers with the iPhone?

As far as I know the only way you can block numbers on the iPhone is to Jailbreak.

Unless, there's an app I'm unaware of?

That's a carrier based thing more then a phone based thing. But technically if you are recieving solicitations still I would ask who they are and compare them to the list of people who are exempt. If not on the exempt list, they could occur big fines.
