Last year was my first time pre-ordering an iPhone online, but I did so with an early upgrade.

This year I may have to pay full price, and I was wondering if an iPhone can be pre-ordered at full price?

In the UK at least they do. I had my iPhone 4 and 5 on launch day which I bought outright. Not sure why they (possibly) do it different in the US, but judging by how often this sort of thing gets asked, I guess they do.
 
They not gonna selling FULL PRICE Iphone online soon, usually it happens in few weeks.

I would check the apple store for that, you don't need to buy it from your carrier. My friend got his iPhone 5 factory unlocked on release day from the apple store.
 
Don't think you can do that. They give you the price you qualify for. However, if you do not qualify for a regular or early upgrade, you can pre order at full price because there's no other choice.
