Can you preorder if your bill isnt paid? (Verizon)

MY service has been disabled due to some billing error. My dad changed bank accounts and somehow **** got screwed up. Dont know how long it will take to resolve but I know iPhone preordering will be Wed prob. If it isnt fixed by then could I still upgrade at the reduce price or just wait? It should be restored tomorrow but just in case...

You will NOT be able to do anything until the bill is totally paid in full. And theres no exceptions to this rule. I suggest you get it paid by some other means until the situation is resolved.
