Just as the title says, my friend is staying in the States for awhile and he doesn't have a SSN. Can he still preorder it online?

If you are ordering through Apple for AT&T, they will require the SSN to check your plan eligibility and give you the subsidized pricing.

No. However, he would be able to purchase a no contract iPhone 5 when they are available.

The SSN is used to run a credit check before setting up a post-paid contract and providing you with a discounted iPhone.

He doesn't have an account with any American carriers. Iphone 5 would be his first phone. I saw that you do need an SSN to check the eligibility on the apple site, but what about ATT?

If I'm porting a number from AT&T to Verizon, do you know if I will need to enter the account owner's SSN? I'm not the account owner but I am an authorized user. Just wondering if I'll need to ask my friend for his SSN.

Yes, I did a mock sale as we are porting numbers fom AT&T to Verizon. It needed account holders social security number and drivers license number as well as password o the account.

ALL subsided iPhones require a contract, so yes they ALL check your SSN.

Only option is full price.

Ask him to buy in full price without commitment, contract or whatsover.

If his friend doesn't live in the States and is just going for a visit how/why would he have an account with an American carrier? (Don't you think the OP would've mentioned that?)

What choice would he have other than purchasing full price and off contract?

If you are an US resident, you can use your SSN to buy an on-contract phone. Once you get the phone , terminate the contract and pay the ETF. You give your phone to your friend, and he/she pay you $199+ETF. If its an AT&T phone, your friend need to unlock it when taking it out of the US.
