iOS can you program to auto attach a photo to email?

I want to create a picture and then have a button to say email this pic from the picture itself without having to open the email program and then attach - is this possible?

Not in the 2.x SDK you can't - unless you want to write your own mail client. I don't know at the 3.x as I haven't looked too deeply at it yet.
