I don't know the specifics on this forum, but in general, it's always better to link and provide just a line or two from the original column, rather than the whole thing.
Copying the whole thing can be a violation of copyright...providing a link and a snippet is the best of both worlds as it drives more traffic to the original site.

In general yes as long as it conforms to the forum rules it is fine to quote another site, as always it is good to provide the link so that people can find the original article.
