Can you recommend software for making quizzes?

Hi all,

I'm looking for software that can produce quizzes and tests.

Some requirements
- saves results for analysis
- quizzes are cross-platform mac/ win
- produce a test with big background image with drop zones, e.g. i could place states or cities on map, or tasks in process flows etc.
- the usual multiple choice, open answer etc must be also supported as question types.

Yes, i could make it in flash but not without spending way too much time... i'm no wizard with flash.
