If you mean the Live Photos new to the 6s and 6s+, then yes. They showed that they will be viewable across all Apple devices (Macs, iPads, iPhones and Apple Watches.) You can only create them from the new phones though.

To add to this is the feature is on and you send a live photo to a non viewable device they get a standard jpg with the 'start picture'
