can you uncompress a dvdr back into a dvd9?

i had another question in my post but in just got deleted for i have no idea why. alot of people compress a dvd9 to a dvdr. it goes from like 8 gigs to 4.5. can i convert a dvdr back into a dvd9 so its not compressed anymore. this is how the files look like in my dvdr right now.

No, you cannot convert a DVD5 to DVD9, the data has already been deleted....
