Can you unlock a restored iPhone?

So I recently restored my iphone and I wanted to unlock it to use it on t-mobile. I can't get into the phone to do anything without activating it through itunes

If you are using iPhone 4, then grab a Gevey sim, it just costs 5 buck if you order from China. Check this site, that's where I got mine.

you kind of know that people that don't provide phone gen, IOS version and baseband have done 0 searching. kind of surprising they have heard of unlocking.
