I want to buy the base model of the new mbp 13" and I was wondering if I can upgrade the ram or maybe the SSD as well myself.

RAM no upgrade possible because it is soldered to the main board

SSD maybe in the future when OWC has adapted the design of the Mercury SSD.
 
OP didn't ask about the 13" Retina rumored for later this year, although did mention SSD, which is slightly confusing.

The for the current, new 13" MBP, memory IS upgradable, likely to support 16 or possibly even 32GB (eventually). You can swap out the spinny drive for an SSD, or put an SSD into the optical drive area with an adapter.

yes exactly, I was thinking of swapping the optical drive with the HDD and then placing SSD into the ex-position of the HDD and also upgrading the memory up to 16 probably.
