Just wondering can you use a apple gift card or do you have to have the Iphone gift card to purchase a iphone?

Depends on whom you talk to. Sometimes they'll let you, sometimes they won't. Apple's policy has been - No. Since Apple got some bad press last month for not taking cash for an iPad from and old lady on a fixed budget, things may be different this year.
 
the iphone and apple store giftcards are the same, both can be used for any product at the apple store
 
If you buy an iPhone 4 online then yes you can use a combination of Apple Store gift cards and/or credit cards, or just simple the Apple Store gift card if there is enough on it.
 
Apple policy on gift cards states that they can change at any time what products you can buy with an Apple gift card. They recently did not allow gift cards to buy ipads.
Go to apple online store search for a gift card and read the fine print at the bottom.

An Apple gift card is not a 100% guarantee you will be able to get the product you want at a certain time.

The reason they did that with the iPad they say is because people were using gift cards to get around other policies meant to prevent resale.

No telling if they will do it for the iPhone or if they ever have, but be advised that is in fact their policy on gift cards.
