Can you use a non-thunderbolt 27" ACD as a second monitor w/27" iMac?

Assuming the ACD in question has a minidisplayport connector, yes you can do this.

If it doesn't then you'll need some way to convert from mDP to whatever the display is using.

Yes, it's the current general model of Apple display, though not with Thunderbolt.
