Can you use an iPhone's icloud backup to restore an ipad?

I might get an ipad for my birthday in 4 months but can I use the iphone's icloud files to put it to the ipad? like the settings and photos and apps?

I think you can, but it's easier to sync the things you want using iTunes.

You can also activate Photo Stream and all your photos will be uploaded to the Cloud and then pushed to all of your iDevices. If you are worried about payware apps, you can use them in your iPad too. Every app you have purchased is linked to your Apple ID, allowing you to re-download it anywhere you want.

Yes you can. I restored from an iPod touch backup to an iPad.
