The reason I ask is let's say I have this scenario. I go to Walgreens and I have to open Passbook to use my Balance Rewards Walgreens card. Can I just use Apple Pay through the Passbook app or do I have to lock my phone and then use Apple Pay?
 
I must have missed something. Doesn't passbook store your credit and debit cards today?

You don't have to lock your phone. It doesn't matter if your phone is locked or if your phone is unlocked and you're in the Passbook app. When you put your phone near the NFC terminal, Apple Pay will come up, regardless of the current state of your phone.
