Can you use Cydia or Icy w/o wifi?

I currently do not have access to wifi or data network. Can i install ultrasn0W via USB using the internet access of my laptop(conected via ethernet).

Yes, but you have to be very advanced and do some digging around.

Why don't you pop in an AT&T sim card for now and download Ultrasn0w through that? Or just find a WiFi spot, from your neighbor or something..
