Can you use downloaded effects for iMovie 09 like in iMovie HD?

In iMovie HD there was a button saying Video FX where you could access your downloaded effects, is this possible in iMovie 09?
 
This is not possible as both iMovie '08 and '09 do not support plugins at all, which is how these effects used to be added. AFAIK support for these was abandoned with iMovie 'HD.
